The owner is liable to pay the utilities in short-term rentals as it has higher returns thus filling in the charges. The management companies can/on behalf of the owner track, manage/pay the bills and solve any issue regarding the same.
The management company will take care of the cleaning, laundry and pay for it.
The owner will pay the DTCM fee (per year). The management will apply for it on behalf of the owner, fill in required forms and manage the DTCM portal for uploading bookings and paying the regular DTCM fee.
